The prison system of the country faces unlimited challenges in order to offer reasonable working conditions and at the same time security for both the prisoners and penitentiary officials.
The rebellions need to be contained in exemplary manner; otherwise, the State loses total control of prisons. On the other hand, the police cannot control a rebellion only by shooting against the prisoners, because the consequences may be tragic.
Non-lethal weapons are especially efficient in the control of rebellions of the prison system and when they are well used, become an inhibiting factor of new rebellions, since the prisoners become aware of the fact that the police will act immediately, without fear of causing unnecessary deaths and that they, the prisoners, will feel the unpleasant effects of lachrymatory gas, pepper or the impact of “rubber bullets”.
In the Brazilian states where tactical intervention groups well-trained in the use of non-lethal weapons are active, fatalities during rebellions have decreased substantially and the number of rebellions too.
